Vietnam issued this coin in 1988 as part of a broader commemorative program aimed partly at generating foreign currency through numismatic sales — the domestic economy at the time was still reeling from the doi moi reforms initiated in 1986, which dismantled the centrally planned pricing system and triggered sharp inflation.
