Vietnam issued this coin in 1988 as part of a broader commemorative program aimed partly at generating foreign currency through numismatic sales — the domestic economy at the time was still reeling from the doi moi reforms initiated in 1986, which dismantled the centrally planned pricing system and triggered sharp inflation. Most of these pieces went directly to collector sets rather than circulation, which accounts for the consistently clean surfaces found on surviving examples.
