The Foreign Trade Bank of the DPRK issued a series of small-denomination foreign exchange certificates specifically for use by visitors during the 1995 Pyongyang Spring Friendship Art Festival — a state-managed cultural event that brought in delegations from aligned and non-aligned nations. These notes were not intended for the general domestic economy and circulated only within designated hard-currency channels: hotels, specific shops, and venues accessible to foreigners.
The DPRK ran parallel currency systems throughout this period, with separate instruments for socialist-bloc visitors versus hard-currency holders. P#25A.2 falls within the soft-currency tourist certificate branch of that arrangement.
