HMCS Discovery is a shore establishment — a "stone frigate" in naval parlance — located on Deadman's Island in Vancouver's Coal Harbour. Ward Room Mess tokens and scrip of this type were internal currency, usable only within the officers' mess and issued to manage bar and dining accounts without handling cash aboard a land-based unit. Paper scrip at this denomination suggests low-value canteen or bar use rather than formal mess billing.

No central authority regulated these issues; each mess printed or ordered what it needed. Dating them is notoriously difficult without accompanying documentation.
