Canada's first decimal coinage — authorized by the Province of Canada Act of 1857 — was struck in London at the Royal Mint, not in Canada. No domestic mint existed yet; the Royal Canadian Mint wouldn't open its Ottawa facility until 1908. The entire early production of this dime type was contracted to Tower Hill, making these among the few Canadian issues with no Canadian soil in their manufacture.
The 1889 date is notably scarce, with a mintage of just 600,000 against years that saw several million pieces struck. The 1858 proof issues were struck expressly for presentation, not circulation.
