During the Great Depression, when federal food assistance programs were still rudimentary, private retailers occasionally issued their own scrip to facilitate commodity distribution under government relief arrangements. Safeway's Phoenix Division scrip operates in that grey zone — not quite company currency, not quite government issue — and its precise administrative relationship to federal or state relief programs remains poorly documented.

The "Type 2" designation signals at least one earlier variant, suggesting the program ran long enough to require a redesign or reissue, which is itself worth noting for what was ostensibly a temporary relief mechanism.
