Singapore's proof coinage program through the early 1980s was aimed squarely at the collector market as the city-state's Mint sought to establish itself as a regional prestige minting authority — a deliberate policy decision following full monetary separation from Malaysia in 1967. The 1981 issue was part of an annual proof set program that drew heavily on overseas buyers and the growing Southeast Asian numismatic market.
KM#3a distinguishes this silver proof from the circulation strikes in cupro-nickel, a separate designation reflecting the changed composition rather than a design revision.
