Military scrip issued through the NCO Open Mess system at Pusan during the Korean War period, this note operated entirely outside the regular MPC (Military Payment Certificate) framework. Open Mess scrip was a locally authorized instrument, printed to control on-base spending and prevent U.S. currency from leaking into the Korean black market — a genuine problem throughout the peninsula from 1950 onward.
APO 96259 places this squarely in the Pusan garrison. The grey paper stock is characteristic of improvised local production rather than centralized U.S. military printing contracts.
