The NCO Open Mess scrip issued at Fort Davis was part of a broader U.S. military scrip system used throughout the Canal Zone to prevent American dollars from leaking into the local Panamanian economy — a persistent concern given Panama's use of the dollar as its de facto currency alongside the balboa.
