The NCO Open Mess scrip series issued at Fort Davis was part of the broader Military Payment Certificate-adjacent economy that operated throughout U.S. overseas installations during the Cold War period. Fort Davis, situated on the Atlantic side of the Canal Zone near Colón, ran its own canteen currency to control spending within the noncommissioned officers' mess and prevent U.S. dollars from leaking into the local Panamanian economy — a persistent concern for base commanders throughout the Zone's existence.
