Pekao's Foreign Exchange Certificates were introduced in 1960 as a mechanism to capture hard currency held by Polish citizens receiving remittances from relatives abroad — primarily from the United States and Western Europe. Rather than allowing direct dollar transactions, the state funneled those funds through Pekao, issuing these certificates redeemable only at Pewex stores, the government-run hard currency retail chain. Ordinary złoty could not buy what Pewex sold.
The system was frankly coercive: recipients had little choice but to accept certificates instead of the underlying foreign currency.
