The Perth Mint's small-denomination silver bullion issues from this period occupy an awkward commercial niche — too heavy in silver content for face value to matter, too modest in weight to attract serious stacker interest. The 2011 Koala series was part of an annual program the Perth Mint had run since 1987, distinguished by a design change each year, a deliberate policy to drive collector demand rather than pure bullion appetite.
Ian Rank-Broadley's fourth portrait of Elizabeth II, introduced in 1998, was used across Australian coinage until Jody Clark's fifth portrait displaced it from 2019 onward.
