Bunker Hill AFB, situated outside Peru, Indiana, was a Strategic Air Command installation throughout the Cold War period. Officers' Open Mess scrip of this type was a closed-economy instrument — redeemable only within the mess facility itself, keeping dollars off the base exchange floor and giving the mess a degree of financial autonomy from the main post fund system. The yellow paper stock is characteristic of the denomination tier used across multiple SAC installations during this period, a color-coding convention that simplified cashier transactions at high volume.
The base was renamed Grissom AFB in 1968 following the Apollo 1 disaster, which effectively closes the window on this scrip's issue life.
