During World War II, the U.S. Army operated a network of prisoner of war camps across the continental United States, housing primarily German and Italian POWs. Camp canteen scrip was issued to prevent prisoners from accumulating U.S. currency — Federal law prohibited POWs from holding American money, so each installation issued its own internal exchange notes redeemable only within the camp perimeter. Atlanta, Nebraska hosted a relatively small facility, and its scrip issues are correspondingly scarce.
The Campbell reference (7548) situates this among the better-documented camp issues, though surviving examples from smaller Midwest installations remain harder to locate than scrip from the larger Texas or Arkansas compounds.
