Andorra's 1990s coinage program was essentially a philatelic exercise — the principality had no independent currency in everyday use, with French francs and Spanish pesetas serving as de facto tender. These brass issues were produced for collectors rather than commerce, authorized under agreements that allowed Andorra to mint coins without operating a central bank.
