Spanish Civil War municipal emergency issues are common enough as a category, but Villanueva presents an identification problem: several Spanish municipalities share variants of that name, and without supplementary documentation the issuing ayuntamiento is difficult to pin to a specific province with certainty. The Gari Mon catalogue is the authoritative reference for these local Republican-zone fractional notes, and the #1609-E listing is among the more obscure entries in that work.
These ayuntamiento céntimos issues were born out of the 1936–1939 coin shortage, when hoarding stripped small-denomination metal currency from circulation almost overnight. Many were printed on whatever stock was locally available.
