One of thousands of local emergency notes issued across Republican-held Spain during the Civil War, when the hoarding of coins — driven by metal shortages and general panic — left municipalities unable to make change for basic transactions. Torrente, a town in Valencia province, issued its own fractional scrip to fill that gap. The Consejo Municipal, functioning as the local Republican administrative body, had the authority to do so under the chaotic conditions of wartime fiscal devolution.

Survival rates for these small-denomination valencian notes vary enormously by locality. Torrente's issues are catalogued but not common.
