Salem is a small municipality in the Valencia region, and like hundreds of similarly sized Spanish towns, it issued its own fractional emergency currency during the Civil War after the Republic's small-change supply collapsed in 1936–37. These local billetes de necesidad were typically produced by whatever printer or even hand-stamp operation was available, with no central oversight of design or paper quality. The result was wide variation in production standards even within a single issuing authority's run.
