Rus is a small municipality in the province of Jaén, Castilla-La Mancha, and like dozens of similar towns across Spain, it resorted to issuing its own fractional paper currency during the coin shortages of the Civil War period — roughly 1936 to 1939. The central government's inability to maintain small-denomination metal coinage in circulation forced local councils, cooperatives, and even individual businesses to fill the gap with whatever they could print or stamp locally.

The official handstamp is what confers legitimacy here. Without it, the note is just card stock.
