Rupià is a village in the Baix Empordà comarca of Catalonia with a population that has historically hovered around a few hundred. That a municipal council of this scale issued its own emergency paper money is less surprising than it sounds — during the Spanish Civil War, the breakdown of coin circulation prompted hundreds of Catalan municipalities, large and small, to print their own local fractional currency. These notes are collectively catalogued as "Guerra Civil" emissions, and Turró's catalogue remains the standard reference for them.
The Consell Municipal emissions from Rupià are among the more obscure entries in that catalogue. Very few have surfaced in the collector market, which at this size of issuer reflects low original print runs rather than heavy attrition from circulation.
