Palamós, a coastal town in the province of Girona, issued cardboard emergency currency during the Spanish Civil War after the Republican government's decree of 1937 effectively forced municipalities to produce their own fractional coinage to address a severe shortage of small-denomination coins — silver and copper having largely disappeared from circulation through hoarding and wartime disruption. These local issues, known as moneda local or paper moneda, were produced by hundreds of Catalan municipalities under wildly varying conditions, and Palamós was no exception.
The two Turró references indicate distinct emissions, likely differentiated by color or serial variation rather than denomination change.
