Montblanc is a small walled medieval town in Tarragona province, and like hundreds of Catalan municipalities during the Civil War, its ajuntament issued its own fractional emergency currency when the Republic's small-denomination coinage effectively vanished from circulation — hoarded, melted, or simply not produced in sufficient quantity to meet daily need. These local issues, collectively catalogued under the broader bitllets municipals phenomenon, were authorized under the Generalitat de Catalunya's June 1937 decree, which gave municipalities formal cover for what many had already been doing for months.

Turró 1542 is among the more obscure Tarragona municipal issues, with documented surviving quantities low enough that even circulated examples attract serious collector attention.
