La Felguera is an industrial town in Asturias, and this note was issued by its local supply committee — a Comité de Abastos — during the Spanish Civil War, when the Republican zone faced acute small-change shortages after metallic coin effectively disappeared from circulation. Hundreds of municipalities, trade unions, and local bodies across Republican Spain issued their own fractional emergency scrip between 1936 and 1939, with no central authority overseeing design, paper, or denominations.

The sole security measure is an official stamp — the minimum authentication a wartime committee could manage with whatever materials were at hand.
