El Prat de Llobregat was one of hundreds of Catalan municipalities that issued their own small-denomination paper during the Spanish Civil War after the Republican government's fractured supply chains left a catastrophic shortage of coinage in circulation. These local emissions — collectively catalogued under the broader *billetes de necesidad* phenomenon — were legally authorized by the Generalitat de Catalunya from mid-1936 onward, giving individual ajuntaments the right to print scrip redeemable only within their own jurisdiction.

Imprenta Bassa i Pagès was a working Barcelona commercial printer, not a specialist security press. The technical limitations show in the series — relatively simple intaglio work, modest anti-counterfeiting measures.
