Canals is a small municipality in the Valenciana comarca of La Costera, and like hundreds of Spanish towns during the Civil War, it issued its own emergency fractional currency when Republican authorities proved unable to keep small-denomination coinage in circulation — hoarding and melting had effectively eliminated it by mid-1936. The Consejería de Abastos, literally the provisioning council, was the local body tasked with food supply and rationing, an unusual issuing authority even by the loose standards of wartime municipal paper.
The Turró and Gari Mon references place this firmly within the documented Valencia province issues, though survival rates for these hyperlocal pieces are unpredictable.
