Binéfar is a small agricultural town in the Huesca province of Aragon — not a place you'd expect to find its own paper currency. During the Spanish Civil War, the breakdown of the Nationalist supply lines and the Republican government's inability to maintain adequate small-change circulation forced hundreds of municipalities across Aragon and Catalonia to print their own emergency scrip. These local emissions, collectively called "billetes de necesidad," were issued under the authority of whatever governing body remained functional at the municipal level.

The Consejo Municipal issues from Huesca province are among the scarcer provincial emissions — Binéfar's notes saw genuine local circulation before the Nationalist takeover of Aragon in 1938 effectively ended their validity.
