Bailén's municipal council issued emergency fractional paper during the Spanish Civil War, when the Republic's coin shortage became acute enough that villages and towns across Andalusia printed their own scrip to keep local commerce moving. Bailén — a small Jaén province town — produced this 10 céntimos note under that same pressured necessity. Municipal issues at this scale were rarely printed by professional firms; most were produced locally on whatever press was available, which accounts for the enormous variation in paper quality and impression found across surviving examples of the Gari Mon series.
