Municipal emergency notes like this one emerged across France almost immediately after the August 1914 mobilization drained metal coinage from circulation. Toulouse, as the administrative capital of the Haute-Garonne and a significant wartime industrial center, issued its own fractional scrip rather than wait for central supply — a decision replicated by hundreds of French communes simultaneously, creating a chaotic patchwork of locally valid currency that the Chambre de Commerce network would eventually absorb and regularize.
The watermark security was modest by any standard, appropriate for a note whose entire lifespan was premised on local trust rather than anti-counterfeiting sophistication.
