Commenti	Verviers issued its own emergency fractional notes in the weeks following the German occupation of August 1914, when coin hoarding emptied local tills almost overnight. Dozens of Belgian communes did the same — municipal necessity, not any central authorization. The city's own administrative seal and handwritten signatures stood in for the security apparatus that simply wasn't available. Verviers had been one of Belgium's principal wool-working centers, and its wartime municipal paper circulated almost entirely within a tight local economy already strangled by occupation controls. These notes were never intended to travel far.
