During the German occupation of northern France in 1915, conventional currency dried up fast. This 10-centime note was issued by a cooperative grouping of 70 municipalities spanning three départements — Pas-de-Calais, Somme, and Nord — an administrative arrangement born purely from necessity, with no peacetime precedent. The multi-commune structure meant that liability for redemption was theoretically shared, though in practice enforcement across occupied territory was nearly impossible.
The watermark is notable given the circumstances — securing even basic paper stock under occupation was not straightforward, and its presence suggests the notes were printed before supply lines fully collapsed.
