The Congo Free State was not a country in any conventional sense — it was the private property of King Léopold II of Belgium, administered through a chartered shell that answered to no parliament. Revenue extraction, enforced through systematic mutilation and violence against the Congolese population, funded the Brussels monuments Léopold built to burnish his public image. These copper pieces circulated within that machinery, not as instruments of ordinary commerce but as tokens of an administered labor economy in which the population had no meaningful choice about participation.
International pressure, culminating in E.D. Morel's exposure campaign and the 1904 British consular report by Roger Casement, eventually forced annexation by the Belgian state in 1908, ending the Free State's coinage entirely.
