Issued under the emergency token coinage wave that swept French municipalities and départements in the early 1920s, when postwar metal shortages and a chronic lack of small change forced local authorities to produce their own fiduciary tokens. The Haute-Garonne département and its capital Toulouse were among dozens of French administrative bodies that turned to aluminium — almost worthless as a metal, but acceptable to a public desperate for anything spendable in small transactions.
