Nice's Chamber of Commerce began issuing emergency silver token coinage in 1920 because the postwar shortage of small-denomination state coinage had become acute enough to paralyze everyday retail transactions. Most French chambers issued cardboard or aluminum during this period — Nice's decision to use silver was unusual and reflects the region's particular economic character and proximity to the Italian border, where metallic coin remained culturally expected.
