French chambers of commerce were authorized to issue local necessity coinage during and after World War I to address a severe shortage of small change — the national mint simply could not keep pace with wartime demand, and hoarding had stripped low-denomination coins from circulation entirely. Eure-et-Loir's chamber issued aluminum pieces well into the early 1920s because the shortage persisted long after the armistice. These local emissions were eventually demonetized as the Banque de France reasserted control over fractional currency, making circulated survivors the norm rather than the exception.
