Sedan fell under German military occupation within days of the August 1914 offensive, and remained occupied for the duration of the war. With coin coinage hoarded or removed from circulation almost immediately, the mairie — not the chamber of commerce, despite what some catalog attributions suggest — issued this fractional emergency note under the authority of the adjoint délégué rather than the mayor himself, reflecting the disrupted municipal command structure of an occupied town.
The watermark security feature is notable given the conditions; sourcing watermarked stock in occupied northern France in 1915 was not a trivial administrative act.
