备注	Montluçon's chamber of commerce began issuing small-denomination emergency notes — known as monnaie de nécessité — during the acute coin shortage that gripped France after 1914, as hoarding and metal requisitioning stripped fractional coinage from everyday commerce. The Gannat jurisdiction was folded into this issuing authority, making the combined Montluçon-Gannat chamber unusual among regional issuers of the Allier département. Fernand Herbin and Henri Bouché printed locally, which was common practice for these urgency pieces — Paris printers were overwhelmed and regional chambers often contracted whoever was nearest. The watermark is the only security concession on a note this small.
