Philippeville — now Skikda in northeastern Algeria — was a French colonial port city whose Chamber of Commerce resorted to emergency paper fractional currency during the First World War when coin shortages became acute across French-administered territories. These small-denomination nécessité notes were a local solution to a metropolitan problem: the wartime hoarding and melting of bronze and copper coinage left everyday commerce without small change.
