Philippeville — now Skikda — was an Algerian port city under French colonial administration when this note was issued. The acute coin shortage of 1914–15 pushed dozens of Algerian chambres de commerce to issue their own small-denomination emergency paper, and Moullot fils aîné in Marseille became the default printer for much of this regional nécessité currency across North Africa.
The 10 centimes denomination was the most-used and most-worn tier of the series, and surviving examples in clean condition are harder to find than the higher values.
