Sidi-Bel-Abbès was the garrison town of the French Foreign Legion, and its municipal emergency notes were issued because the First World War triggered a near-total disappearance of small coinage across French Algeria — metal was requisitioned, hoarded, or simply stopped moving. Hundreds of French and Algerian communes issued their own papier-monnaie de nécessité under this same pressure between 1914 and 1920.

The Département d'Oran series is among the more obscure provincial Algerian issues, and Sidi-Bel-Abbès notes in particular turn up far less frequently than their metropolitan French equivalents — colonial circulation was hard on paper, and few were saved.
