Mostaganem's commercial syndicate issued this small-denomination emergency note during the First World War, when the hoarding of metal coinage created a nationwide shortage of small change across French Algeria. Local chambers of commerce and merchant syndicates stepped in to fill the gap — these issues were technically unauthorized by the Banque de l'Algérie but tolerated by colonial authorities out of practical necessity.
The paper is notoriously fragile. Most examples from this series suffered heavy handling in everyday retail transactions, and survivors in any presentable state are genuinely uncommon.
