The Chambres de Commerce emergency issues from the Hérault department emerged during the acute small-change shortage that gripped France in the early 1920s, when hoarding and metal costs had driven bronze and copper-nickel coins almost entirely out of circulation. Regional chambers of commerce across France were authorized to plug the gap with locally issued aluminium and cardboard tokens, each valid only within their administrative zone.

Hérault's issues circulated primarily around Montpellier and the surrounding wine-producing communes.
