Emergency fiduciary notes issued by Italian territorial army commands during 1917 were a direct response to the acute small-denomination coin shortage that gripped civilian and military populations alike during the war years. The Comando at Florence was one of several regional military authorities authorized to issue these buoni di cassa — essentially IOUs backed by nothing more than local military administration. Their circulation was theoretically confined to the command's jurisdiction.

The Istituto Geografico Militare, Florence's military cartographic institute, printed this series — a practical choice given proximity, security, and available infrastructure, not a comment on quality.
