Brazil's mid-1980s coinage reform was driven by the Cruzado Plan of February 1986, in which the military-era cruzeiro was replaced at 1,000-to-1 by the cruzado in an attempt to break chronic inflation. Trial pieces from this transitional period were struck to test planchet specifications and vending machine tolerances before full production authorization — which explains why stainless steel, rather than the aluminum-bronze used in earlier small denominations, was evaluated for this value.
