Sines is a small coastal municipality in the Alentejo — best known today as the birthplace of Vasco da Gama, but in the early 1920s it was a town struggling with the same acute coin shortage that plagued municipal administrations across Portugal after the First World War. The Câmara Municipal responded the way hundreds of Portuguese councils did: by issuing cédulas, low-denomination emergency paper scrip backed by nothing more than local authority and immediate necessity.
These municipal issues were technically illegal under Portuguese banking law but were tolerated by Lisbon out of sheer practical necessity. Most were recalled and destroyed within a few years, which accounts for their relative scarcity in collections today.
