Apayao was one of several Philippine sub-provinces that issued its own emergency guerrilla currency following the Japanese occupation of 1942. These notes were authorized under the civil authority that remained loyal to the Commonwealth government — a patchwork of local scrip issues that varied enormously in printing quality, signatories, and surviving quantities. Three signatures on a note of this denomination is not unusual for the series; local officials co-signed to reinforce legitimacy in the absence of any central banking infrastructure.

Apayao scrip is among the scarcer provincial issues from the Mountain Province region, largely because circulation was confined to a small, geographically isolated population.
