The Gobierno Provisional de México was Victoriano Huerta's administration, and these small-denomination cartones — emergency pasteboard pieces rather than proper banknotes — were a direct response to the acute coin shortage that paralyzed commerce during the revolutionary period. Silver and copper had been hoarded or melted almost entirely out of circulation by 1914.
At 55 × 32 mm, these were essentially change tokens with government backing, and the two color variants — gray and blue pasteboard — reflect rushed, opportunistic production rather than any deliberate design revision. Huerta's regime collapsed in July 1914, making the window of issue extremely narrow.
