The Banco Nacional Ultramarino issued small-denomination emergency fractional notes across multiple Portuguese colonial territories during the late teens and early 1920s, and this 10 Centavos belongs to that practical response to a coin shortage that was affecting Portugal and its overseas possessions simultaneously.
