The Mindanao Emergency Currency Board was one of several provincial and municipal issuing bodies that sprang up across the Philippine islands after the Japanese occupation severed normal banking operations. These guerrilla-affiliated currencies were produced under genuinely dangerous conditions — issuers risked execution if caught by Japanese forces, and the notes circulated in territory where loyalties and supply lines were constantly contested.
Three signatories on a small-denomination emergency note is unusual and reflects the Board's effort to establish institutional legitimacy under occupation. Saguin's chairmanship places this squarely within the civil-military hybrid governance structures that operated under MacArthur's distant authority from 1942 onward.
