When Japanese forces invaded the Philippines in December 1941, provincial governments and local committees scrambled to issue emergency currency before existing coin stocks disappeared into hoarding or military requisition. The Negros Occidental Currency Committee was one of dozens of such bodies that printed guerrilla or emergency notes to keep local commerce moving — the Filma Press in Bacolod City, a civilian commercial printer, was pressed into service for the purpose.
These fractional centavo notes are among the smallest-denomination emergency issues from the Philippine occupation period. Low face value and fragile paper meant most were used hard and discarded quickly.
