The Banco Nacional de la República de Colombia had a troubled final chapter. The Colombian government dissolved it in 1894 after chronic over-issuance destabilized the peso, yet small-denomination fractional notes continued to circulate under its name well into the War of the Thousand Days — the devastating civil conflict that ran from 1899 to 1902. This 10 Centavos note almost certainly belongs to that chaotic interval, when monetary infrastructure had effectively collapsed and locally handstamped fractionals filled the gap left by hard currency that had long since vanished from circulation.
The Bogotá printing origin is consistent with emergency domestic production. The handstamp security feature reflects improvised authentication rather than formal bank procedure.
