The Dominican Republic's billon issues of the 1890s were struck under chronic fiscal pressure, the government having defaulted on its foreign debt and operating largely through currency manipulation. KM#13 was produced in Paris at the Monnaie de Paris, the republic lacking any domestic minting capacity throughout this period. The .350 fine standard was a deliberate debasement from earlier issues, chosen to stretch silver reserves while maintaining a nominally silver-bearing coinage.
Circulation examples are frequently found heavily worn or corroded — the high copper content made these coins particularly susceptible to the Caribbean climate.
